It depends on the kind of mood that they are in. For example, there are areas where I thought that we would be able to cooperate where things have not occurred. I thought that we would be able to cooperate on infrastructure, for example, and criminal justice, and that has not occurred anywhere to the degree that I thought would be possible. A lot of those discussions will take place after the elections, once we sort out who is controlling which chamber. The numbers also matter: whether Democrats, if they do take back the House, have a majority by two members or a majority by 15 or more.
