You ever hear about the Nuremberg trials, Trev? They weren't that long ago. Yeah, well, the big shots were the first trial, but then the next trial were just the judges, and lawyers, and policemen, and guards, and ordinary people just doing their jobs, following orders. That's where we got the…

Edward Snowden
Edward Joseph Snowden (born June 21, 1983) is an American computer professional, former Central Intelligence Agency (CIA) employee, and former contractor for the United States government who copied and leaked classified information from the National Security Agency (NSA) in 2013 without authorization. His disclosures revealed numerous global surveillance programs, many run by the NSA and the Five Eyes Intelligence Alliance with the cooperation of telecommunication companies and European governments. In 2013, Snowden was hired by an NSA contractor, Booz Allen Hamilton, after previous employment with Dell and the CIA. On May 20, 2013, Snowden flew to Hong Kong after leaving his job at an NSA facility in Hawaii, and in early June he revealed thousands of classified NSA documents to journalists Glenn Greenwald, Laura Poitras, and Ewen MacAskill. Snowden came to international attention after stories based on the material appeared in The Guardian and The Washington Post. Further disclosures were made by other publications including Der Spiegel and The New York Times. On June 21, 2013, the U.S. Department of Justice unsealed charges against Snowden of two counts of violating the Espionage Act of 1917 and theft of government property. Two days later, he flew into Moscow's Sheremetyevo Airport, but Russian authorities noted that his U.S. passport had been cancelled and he was restricted to the airport terminal for over one month. Russia ultimately granted him right of asylum for one year, and repeated extensions have permitted him to stay at least until 2020. He reportedly lives in an undisclosed location in Moscow, and continues to seek asylum elsewhere in the world. A subject of controversy, Snowden has been variously called a hero, a whistleblower, a dissident, a traitor and a patrio

Ultimately, the truth sinks in that no matter what justification you’re selling yourself, this is not about terrorism. Terrorism is the excuse. This is about economic and social control. And the only thing you’re really protecting is the supremacy of your government.

I think the greatest freedom that I’ve gained is the fact that I no longer have to worry about what happens tomorrow, because I’m happy with what I’ve done today.

There’s something going on inside the government that’s really wrong.

You're welcome, @NSAGov. Lots of love.
The undetected hacker squatting on this NSA server lost access in June 2013. Rare public data point on the positive results of the leak.
Bonus: When I came forward, NSA would have migrated offensive operations to new servers as a precaution - it's cheap and easy. So? So...
TL;DR: This leak looks like a somebody sending a message that an escalation in the attribution game could get messy fast.
Accordingly, this may be an effort to influence the calculus of decision-makers wondering how sharply to respond to the DNC hacks.
Particularly if any of those operations targeted elections.
That could have significant foreign policy consequences. Particularly if any of those operations targeted US allies.
This leak is likely a warning that someone can prove US responsibility for any attacks that originated from this malware server.
Circumstantial evidence and conventional wisdom indicates Russian responsibility. Here's why that is significant:
Why did they do it? No one knows, but I suspect this is more diplomacy than intelligence, related to the escalation around the DNC hack.
What's new? NSA malware staging servers getting hacked by a rival is not new. A rival publicly demonstrating they have done so is.
Knowing this, NSA's hackers (TAO) are told not to leave their hack tools ("binaries") on the server after an op. But people get lazy.
